So, should this be a double hitter? Or does this mean something else?

It's probably a move that can only be done after a regular slash.

He is just describing it ic'ly. It is not a double hitter.

It is meant to coincide with the 'forehand/backhand' feature that never came to fruition with CKF.

Mechanically it is Knives' Slash +1s roundtime, +10 accuracy and a complete waste of SP without the forehand/backhand feature.
